A strong economy, effective government and greater social cohesion were the spearheads of government policy announced by Queen Beatrix in the Speech from the Throne.
All the members of the government were assembled to hear the Queen in the Ridderzaal (Knights' Hall) during a joint session of the upper and lower houses of parliament.
Prime Minister Jan Peter Balkenende is responsible for the coordination of government policy and thus, on behalf of the government, for the content of the Speech from the Throne.
'The government wants to improve the prospects for the economy and society as a whole', explained the Prime Minister. This meant implementing structural reforms, the long-term benefits of which outweighed any adverse effects in the short term.
