Abuse of alcohol and drugs carries high health risks and social cost. The government aims to reduce nuisance, truancy and health problems caused by substance abuse.

The Netherlands has a toleration policy for soft drugs, however this does not mean that soft drugs are legal. Coffee shops that sell soft drugs are being subjected to new, stricter regulations.‬
