Final report Modernising Diplomatic Service by Docters van Leeuwen

In March 2012 the Minister of Foreign Affairs established the Advisory Committee on
Modernising the Diplomatic Service, and asked it to produce ‘an in-depth analysis of the
challenges facing the Ministry of Foreign Affairs and the diplomatic service, in light of the
new thinking on diplomacy which has been evolving in other countries’.

In the spring of 2013, at the Minister’s request, the Committee provided a progress report.

In May 2014, the Committee presented the Minister with its final report, which builds on
the conclusions set out in the progress report. The Committee saw no reason to change the
recommendations it had made in the earlier report; they are thus fully maintained in the
final report.
The final report contains several additional recommendations, aimed primarily at increasing
the Ministry’s chances of success in modernising the diplomatic service.
