Human Rights Small Activities Fund

The Netherlands works worldwide to protect human rights. Through its Human Rights Fund, it supports organisations around the world that defend human rights.

Goal of the Human Rights Fund

The Dutch government seeks to focus more attention on human rights abroad. This is set out in the third Rutte government’s coalition agreement ‘Confidence in the Future’.

The government has updated its human rights policy to reflect this and has identified a number of priorities. More information can be found in the Human Rights Report 2017, which the government presented to the House of Representatives on 28 May 2018, and in the letter to parliament on stepping up human rights policy action (in Dutch), which was sent to the House on 30 October 2018.

Over the coming years additional efforts will be devoted to freedom of expression – especially the protection of journalists –, freedom of religion and belief, and equal rights for lesbian, gay, bisexual, transgender and intersex (LGBTI) persons.

The goal of the Human Rights Fund is to finance activities that support the priorities of the new human rights policy.

Grant framework for Human Rights Small Activities Fund 2019-2021

The grant policy framework for the Human Rights Small Activities Fund 2019-2021 is a grant framework for part of the Human Rights Fund. It complements the grant framework for the Human Rights Fund 2019-2021, which is meant for large projects (€1 million or more). The Human Rights Small Activities Fund is meant for small projects (€100,000 – 200,000).

Applying for grants from the Human Rights Small Activities Fund

You may submit a grant application for the Human Rights Small Activities Fund 2019-2021 by using the application form included as Appendix I to the grant policy framework. You can email your application to MRF-Klein@minbuza.nl. The grant framework sets out the procedure and timetable for assessing applications.

In the period 2019-2021, there are 2 rounds in which you may submit an application:

  • Round 1: 9 August 2019 – 1 October 2019
  • Round 2: 17 January 2020 – 1 October 2020

Please note: there are no more funds available under the second round of the Human Rights Small Activities Fund 2019-2021. This means that new applications will not be assessed, but rejected due to the depletion of available resources. 

The total amount available for the period up to and including 31 December 2020 is €1,000,000. Of this amount, €500,000 is available for each of the application rounds.

As of 4 August 2020 a change in the Human Rights Small Activities Fund is in effect, as published in the Government Gazette on 3 August 2020  (Wijziging Mensenrechtenfonds Kleine Activiteiten 2019-2021, in Dutch). As off 2021 no funds are available for grants under the Human Rights Small Activities Fund 2019-2021.  

Part of Human Rights Fund available through embassies

Several Dutch embassies are able to spend part of the Human Rights Fund’s resources on projects in one specific country. You may submit project proposals for the use of these funds directly to the appropriate embassy.
