In August 2011 the Strategic Agenda for Higher Education, Research and Science was released. Put forward by State Secretary for Education, Culture and Science Halbe Zijlstra and Minister of Economic Affairs, Agriculture and Innovation Maxime Verhagen, this Agenda represents a new approach to the field.
The cabinet has agreed to an ambitious package of measures, which have been discussed for years: allowing universities some freedom to select whom to admit and demand-based differentiation of tuition fees will be given a permanent place in the system; students will be better informed; institutions will have to brand themselves more actively and prevent the compartmentalisation of courses of study; and cohesion will be boosted between education, research and the business community.
