The final evaluation report of PEMIJ - Rapport Definitif Projet de Promotion de l’Employabilité et de l’Insertion Economique des Jeunes (PEMIJ)
The PEMIJ project was funded by MFA and implemented from November 2021 to December 2024 by Swisscontact in the regions of Dosso and Tillabéri (western Niger). It is a youth employment project, part of the Nexus Skills and Jobs Program, with training and business support activities. Here is the report of the final evaluation report of the project that was carried out by an external consultant.
PEMIJ is based on 4 approaches: access to a vocational training offer, access to financial services, access to markets and support for employability. The final evaluation indicates that the project was designed in line with Niger's policies on youth employment. Overall, it exceeded the objectives in terms of access to training and access to financial services. However, the project did not meet the target set for the number of young people who obtained a post-training paid job. This may be due to the economic slowdown in Niger since July 2023. The success of the project is due to the approach used which involves collaborating with local organizations, the training and professional integration of young people. The project also proved the relevance of agricultural vocational training.
