Global HALO Trust Mine Action Projects with Multiple Spheres of Change
Samuel Hall evaluated the global HALO Trust 2016-2020 programmes funded by the Dutch Ministry of Foreign Affairs (MFA) as part of the wider Mine Action and Cluster Munitions (MACM) programming.
The HALO Trust conducted mine action across eight projects: Afghanistan, Colombia, Kosovo, the West Bank (Palestinian Territories), Somalia, Somaliland, Syria, Ukraine and Yemen. Samuel Hall assessed the performance of the global programme along OECD-DAC criteria of relevance, effectiveness, efficiency, coherence, impact and sustainability. The report includes findings and lessons learned and identifies recommendations for HALO to follow-up in future programming. These have been taken on board as part of the new Dutch-funded HALO Mine Action and Cluster Munitions Programme 2020-2024.
