End evaluation of the MFA-NL-supported NCEA programme 2017-2022

The Netherlands Commission for Environmental Assessment (NCEA) is an independent advisory body to improve (Strategic) Environmental and Social Impact Assessment (SEA/ESIA) systems in targeted countries. This evaluation studies the relevance, coherence, effectiveness and impact arround three evaluation components: the programme level, two case studies (Uganda and Niger) and a survey.

The evaluation report provides advise to NCEA and the MFA-NL (and other donors) to further improve the quality of Environmental and Social Impact Assessment (ESIA) and Strategic Environmental Assessment (SEA) systems. ESIA and SEA are of critical importance for greener investment decisions. Greener investments decisions take into account the social and environmental impact of decisions, including climate mitigation, climate adaptation and biodiversity. The new Foreign Trade and Development policy (2022) and the Netherlands Global Climate Strategy (2022) show a high ambition for greener (development) investments. The advise provided in this evaluation report is therefore timely and highly welcomed.
