Doing business with the Ministry
The Ministry purchases a wide variety of works, goods and services, which must meet certain requirements. They must also be supplied and performed at a reasonable cost and within the time agreed. Rules are needed to ensure the purchasing process is conducted properly.
As well as these rules, a number of general principles are important, especially the principles of equal treatment, transparency, non-discrimination, objectivity and confidentiality.
The threshold amounts vary according to the type of contract (public works, supplies or services).
Contract award procedures for supplies and services worth €125,000 or more are published on both the Aanbestedingskalender (tendering calendar) and the public procurement website of the EC Publications Office, Tenders Electronic Daily (TED).
The Ministry generally applies two sets of purchasing conditions:
- the General Government Terms and Conditions for Public Service Contracts (ARVODI);
- the General Conditions for Government Purchasing (ARIV).
