Evaluations of the MASSIF Fund and the Capacity Development Programme (FMO)
The ministry of Foreign Affairs has provided a subsidy to the MASSIF fund and to a capacity development program (BCD), which are both managed by FMO. SEO Amsterdam Economics carried out two evaluation (commissioned by the ministry of Foreign Affairs), in order to see to what extent MASSIF and BCD have achieved the intended development impact.

The purpose of the evaluations is to determine whether FMO is managing the programs in a responsible manner. Particular attention is paid to
- effectiveness
- efficiency
- the MASSIF and BCD mandate.
Furthermore, the evaluations are intended to see whether and how the funds could be further improved.
