Applying for an exemption from the obligation to take out third-party liability insurance for a car, motorcycle or scooter

If you own a motor vehicle, e.g. a car, motorcycle or scooter, then you must take out third-party liability insurance. This is stipulated in the Motor Insurance Liability Act (Wet aansprakelijkheidsverzekering motorrijtuigen, Wam). If your religion or beliefs prevent you from taking out third-party liability insurance, then you can apply for exemption from the insurance obligation as a conscientious objector.

Paying for damages without third-party liability insurance

If you, as a conscientious objector, do not wish to take out third-party liability insurance, you will have to pay an annual amount to the Fonds Middelen Gemoedsbezwaarden (in Dutch). This fund will pay for any damage you may have caused.

Applying for an exemption from the obligation to take out third-party liability insurance

Please contact the Motor Traffic Guarantee Fund (Waarborgfonds Motorverkeer)  (in Dutch) to apply for an exemption from the insurance obligation. To do this, you will first need a Conscientious objection exemption certificate (in Dutch). You can request the form Declaration of conscientious objection from the Sociale Verzekeringsbank (SVB) by telephone, in writing or by email.
