Evaluation of “From Access to Equality: Empowering women to access justice in Uganda” (FATE)
This evaluation of the Netherlands Embassy supported FATE project (2021–2025) in 11 Ugandan districts found strong performance across OECD-DAC criteria. Over 22,600 women accessed justice services, with major gains in legal awareness, reporting, and empowerment. The project strengthened community and institutional systems.
The FATE programme (2021–2025), funded by the Kingdom of the Netherlands, was implemented by a four-partner consortium led by Avocats Sans Frontières with Uganda Women’s Network, Barefoot Law, and Penal Reform International in 11 Ugandan districts. Its aim was to address structural barriers to women’s access to justice. A final independent review using OECD-DAC and COM-B frameworks for accountability and strategic learning purposes, confirms strong performance and calls for longer term, systems based approaches, government ownership, early sustainability planning, and coordinated donor engagement to achieve lasting transformation. The report effectively documented results and charted a strategic pathway toward sustainable, systemic transformation in women’s access to justice.
