EU greenhouse gas footprint target

The Dutch government has commissioned a study into the potential added value of an EU greenhouse gas footprint target for consumption-related emissions. This study explores how a consumption footprint target for the European Union could effectively contribute to policies aimed at the climate and raw materials transition. The report explains that the location principle used in current climate policy provides less incentive to invest in emission reductions in the value chain or abroad. A footprint target does provide that incentive and can therefore add value to climate and energy policy.
