In order to make this assessment, the report examines the 2 National Action Plans that were agreed in 2007 and 2011, and the activities undertaken by the signatories to these Plans, in particular by the Netherlands' Ministry of Foreign Affairs. It also addresses the issue of gender-mainstreaming in the area of peace and security. It shows that translating commitment into operations in conflict and fragile states has been challenging.
United Nations Security Council resolution 1325, which was unanimously adopted in 2000, was the first resolution to address the disproportionate and unique impact that armed conflict has on women.
