European Roadworthiness Package proposal review
Evaluation of the sections concerning the environmental sustainability of motor vehicles of the proposal of the European Commission for the Road Worthiness Package (RWP). This proposal contains changes for the European directives on Periodical Technical Inspections (PTI) and on RoadSide Inspections (RSI). Where applicable, the proposal is compared to the current situation in the Netherlands.
The changes mainly target pollutant emissions from the exhaust:
- New testing methods for NOx-control systems and particle filters.
- Improvements in scope and frequency for periodical technical inspection (PTI) and roadside inspection (RSI).
- Remote sensing for fleet screening, followed by selection of potential high emitters and targeted inspections conducted either directly at the roadside or shortly after selection at a PTI station
In the report, TNO makes a number of observations regarding the RWP proposal and makes a number of recommendations to further strengthen the effectiveness and efficiency of the RWP.
