The primary purpose of the assessment was to determine whether the MEL system is fit for purpose - i.e., whether it can credibly track key envisaged results using clearly defined and measurable indicators, and whether it can support valid contribution and, where relevant, attribution claims. The assessment also considered whether the system is likely to support learning and inform program steering.
