International rail passenger transport is growing and contributes to the European climate, mobility and economic goals, with a 2026-2025 increase of up to 22% in cross border rail passenger service connections. Bottlenecks exist on improving frequencies, speed, capacity and reliability. In this context the platform International Rail Passenger transport focusses on rail ticketing, rail capacity, on international corridors and rolling stock. Member States within the IRP work together with sector and within the EU framework on harmonisation of access and technical rules and will work together on developing a 2040 target European network of international rail passenger services.
This sixth Integrated Progress Report presents developments in 2025–2026 and outlines the way forward.
