Joint Statement Moldova – The Netherlands Cyber Dialogue

On 23-24 January 2025, Moldova and the Netherlands concluded their first bilateral Cyber Dialogue in Chisinau with interagency consultations on hybrid threats, cyber security and cybercrime. 

The Dialogue strengthened the strong partnership and cooperation between the two nations. Moldova and the Netherlands exchanged insights on developments within their national cyber security landscape, addressing priorities at the national and international level. This knowledge-sharing process allowed both countries to better understand each other's challenges, strengths, and approaches in the cybersecurity domain. Both countries also shared insights on their initiatives on public-private partnership, interagency coordination mechanisms, and policy frameworks in place to discuss and respond to hybrid threats.

Moldova and the Netherlands shared their concerns regarding Russian interference in the electoral process of the presidential elections and the EU referendum. Both countries exchanged best practices in countering hybrid threats, with a focus on safeguarding democratic institutions ahead of Moldova's parliamentary elections this year. The discussions covered measures to counter disinformation and cyber interference, while also addressing broader aspects of hybrid challenges, aiming to enhance the resilience of both the Netherlands and Moldova.

As part of the exchange, the delegation visited the Information Technology & Cyber Security Service (STISC) and the Agency for Cyber Security (ASC), two key institutions in Moldova's efforts to counter hybrid threats and enhance national cybersecurity. Additionally, meetings were held at the Ministry of Internal Affairs and the Ministry of Defence, focusing on security challenges and exploring opportunities for enhanced collaboration, including the use of legal assistance tools to combat cybercrime. Over the past years, the Netherlands has supported Moldova in boosting its cyber resilience.

The delegation of the Netherlands expressed their gratitude to Moldova for the opportunity to hold this bilateral cyber dialogue and emphasized the importance of strengthening collaboration. This is vital for fostering the strong bilateral relations, aligning efforts to address shared cybersecurity threats, and enhancing resilience for the challenges ahead.

The bilateral Cyber Dialogue was held in Chisinau on 23-24 January 2025, with representatives from Moldovan Ministry of Foreign Affairs, Office of the President; Office of the Prime Minister; Information Technology and Cyber Security Service; Agency for Cyber Security; National Investigation Inspectorate from the General Police Inspectorate. Representatives from the Netherlands were the Ministry of Foreign Affairs; National Police; National Cyber Security Centre; Ministry of Defence; and Netherlands National Public Prosecution.
