Minister Hanke Bruins Slot addresses UN Security Council in New York

Minister of Foreign Affairs Hanke Bruins Slot addressed the UN Security Council in New York today during a debate on the situation in the Middle East.

In her address, Ms Bruins Slot called for humanitarian pauses to allow humanitarian aid into Gaza. She also stressed the importance of adhering to international law and called for efforts to free hostages.

Dear Dutch citizens in Lebanon,

We hope you are all doing well under the circumstances, and that you are all safe.

As you’ve noticed, the travel advice for Lebanon was changed to red last week. That is because developments in Gaza and Israel - and especially at the Lebanese-Israeli border - are unpredictable. This leads to increased tensions in Lebanon. The embassy must also take into account the possibility that violence at the southern border could spread to other parts of Lebanon. We therefore call on everyone to leave Lebanon as quickly as possible and not to travel there. I understand that this may not make sense to everyone; you may not notice the increased insecurity in your own environment at the moment. Or maybe you have been living in Lebanon for years. What is wise to do, now that this travel advice has changed to red?

The embassy and the ministry base their advice on the (changing) security situation, the changes we observe and the resilience of the local authorities. Look here for more information (only available in Dutch) about how travel advice is made. Rocket attacks and shelling are being carried out in the Israel-Lebanon border area. We cannot predict whether this violence will spread to other parts of Lebanon. We have seen recently that the situation can change quickly. This means that we, as an embassy, are less able to help you if you are in need.

Evacuation by the Dutch government is not currently being considered. Preparations are being made for this as a precaution, but it is not a given that an evacuation can and will take place if the conflict escalates further. Our advice is therefore: leave, with commercial airlines, while that is still possible. Don't wait until it's too late. What does this mean in concrete terms for the services provided by the embassy?

In these circumstances, the embassy limits its services to consular assistance to Dutch nationals in Lebanon and their family members.
We issue emergency travel documents to Dutch citizens and emergency visas to accompanying family members. You can make an appointment for this service via bei-ca@minbuza.nl.

VFS has stopped the intake of applications for short stay visas in the Netherlands and the embassy has stopped the intake of MVV applications from travelers from Syria. This is to prevent the embassy from still having passports of applicants when the embassy may have to close for security reasons.

Ministry of Foreign Affairs in contact with 23 people in Gaza

The Ministry of Foreign Affairs is currently in contact with 23 people in Gaza. These are people with a Dutch passport or residence documents and their immediate family members.

Two Dutch nationals registered in the past several days. Over the weekend the ministry also learned of the death of a 33-year-old Dutch woman, Islam al-Ashqar. Minister of Foreign Affairs Hanke Bruins Slot responded to the news: ‘This is incredibly sad for her husband and children. Our thoughts are with her family, who have our deepest sympathy. Ministry staff in Ramallah are in contact with them.’

Together with our international partners we are doing all we can through diplomatic channels to get these people out of Gaza. Not only are ministry staff working tirelessly on this through diplomatic channels, foreign minister Bruins Slot and Prime Minister Mark Rutte are also in contact with their foreign counterparts.

The Netherlands is in daily contact with people in Gaza. Should the borders open, we will pick up the people we are in contact with right at the border in Rafah and help them travel on to the Netherlands. The foreign ministry has a team standing ready in Egypt for this purpose.

Message from Prime Minister Mark Rutte on the Hamas hostages in Gaza

Prime Minister Mark Rutte: ‘More than 200 people have been taken hostage by the terrorist organisation Hamas. They are sons and daughters, mothers and fathers, brothers and sisters, and friends. They are loved ones who are missed.

This morning I spoke with families and friends of people who are being held hostage in Gaza. What they told me is indescribable. The only word that comes close is barbarism. There is great uncertainty for the families and friends concerning the fate of their loved ones. I’m deeply touched by their stories and incredibly moved by how they are doing everything imaginable to call attention to the plight of their loved ones. By telling their story. And by giving them a face.  

It is vital that those being held are promptly released. Foreign Minister Hanke Bruins Slot and I are working with our partners in the Middle East to ensure that hostages of all nationalities are set free. Minister Bruins Slot speaks with Israeli Foreign Minister

Minister of Foreign Affairs Hanke Bruins Slot spoke with her Israeli colleague Eli Cohen. The minister wrote this on X. Bruins Slot spoke, among other things, about the current situation in Israel and that it is of utmost importance that all hostages are released.

The minister also wrote: “I reiterated the necessity for humanitarian pauses and unhindered humanitarian access, so that the people in Gaza can receive the help they urgently need. I also emphasised that further civilian casualties must be prevented at all costs.”

Minister Bruins Slot to attend meeting of UN Security Council in New York tomorrow

Tomorrow (24 October), Minister of Foreign Affairs Hanke Bruins Slot will attend the UN Security Council in New York for a debate on the Middle East. In a post on X the minister wrote: ‘Colleagues from all across the world will gather to discuss the situation in Israel and the Palestinian Territories. The international community must do all it can to prevent regional escalation.

‘During this meeting, I will raise the importance of humanitarian pauses in order for essential goods to safely reach Gaza, and the need to respect international law. We must also continue our joint efforts to help free hostages.’

The last repatriation flight from Tel Aviv to Cologne took place last week. The Netherlands will not organize new repatriation flights for now, because the number of registrations is very low.

It is still possible to leave the country independently. If you are considering leaving, don't wait too long. The situation can change quickly. For example, the number of flights may decrease or involve more transfers.

On the website of Ben Gurion Airport Tel Aviv you can read which flights will depart today and in the coming days. There will be direct flights from Tel Aviv to Amsterdam in the coming days. Direct flights are also planned to London, Paris and other European cities.

The information on the Ben Gurion Airport website is regularly updated due to the unpredictable situation. Keep this in mind.

Prime Minister Mark Rutte speaks with Israeli Prime Minister Netanyahu

Prime Minister Mark Rutte has asked Israeli Prime Minister Benjamin Netanyahu to help obtain clarity regarding the Dutch woman who has died in Gaza. In their conversation Prime Minister Rutte also emphasised the necessity of allowing food, water and fuel into Gaza.

In a post on X, the Dutch prime minister stated that regional escalation must be prevented at all costs, adding, ‘A two-state solution is needed now more than ever.’ He spoke later in the evening with French President Emmanuel Macron and Egyptian President Abdel Fattah El-Sisi. In both these conversations the Dutch prime minister expressed his concern about the conflict and underlined the need to provide humanitarian aid to Gaza.

Mr Rutte is travelling to Israel Monday for a meeting with Mr Netanyahu. The Dutch prime minister will also meet President Mahmoud Abbas of the Palestinian Authority.

Humanitarian aid reaches Gaza, Dutch embassy ready

The first trucks carrying humanitarian aid passed today at the border crossing between Egypt and the Palestinian territories at Rafah. It is still unclear whether and when people with a foreign passport can leave Gaza. The Dutch embassy in Cairo has a team ready to receive the group of 22 Dutch people and their nuclear family.

Frequently asked questions about the situation in Lebanon

The security situation in Lebanon has deteriorated. There are rocket attacks and shelling from Israel and Lebanon in the border area. It is unpredictable whether this violence will spread to other parts of Lebanon. The State Department advises you to leave Lebanon as soon as possible if it is safe to do so.

We hope you’re doing well under the circumstances.

Here is the latest information we have about West Bank checkpoints and international crossings. The travel advice for the West Bank is red, and you are advised to leave if you can do so safely.

West Bank checkpoints

  • Jenin, Tulkarem and Qalqilya: all checkpoints are closed except Kafriat and Jaljouliya. These two are open.
  • Nablus and Jericho: all checkpoints are open with intense security checks except Huwara and Sarra. These two are closed.
  • Ramallah and Jerusalem: all checkpoints are closed except Al Jib, Hizma, Macabim, Ofer, Anata Ring Road, Shufat camp, Z’ayem, Container and Beit Iksa. These are open.
  • Sawahira and Sheikh Sa’ad are open for humanitarian cases only.
  • UN/Diplomatic missions and INGOs (internationals and Israeli IDs only) are able to go through Hashmonaim checkpoint with prior coordination only.
  • Bethlehem: all checkpoints are closed except Tunnels and Nashash checkpoints. These two are open.
  • Hebron: all entrances are closed except Ras Al Jora. Ras al Jora is open.

This information is subject to change as the situation remains very fluid.

International crossings

Allenby Bridge will operate as follows over the next few days:

  • Friday 20 October: 8:00 - 15:30
  • Saturday 21 October: Closed in both directions
  • Sunday 22 - Thursday 26 October: 8:00 - 16:30
  • Friday 27 October: 8:00 - 15:30
  • Saturday 28 October: Closed in both directions.

On the days of opening, Allenby Bridge will be open in both directions for all travellers, including foreign nationals. There may be a limit on the number of travellers on buses.

Other international crossings operating hours 7 days a week:

  • Jordan River/Sheikh Hussein crossing: Open from 8:00 - 18:00 in both directions
  • Yitshak Rabin/Aqaba crossing: Open from 8:00 - 16:00 in both directions
  • Taba crossing: Open from 8:00 - 16:00 in both directions

Please take note that foreign nationals should arrive at the Bridge/crossing three hours before the closing time.

Red travel advisory for all of Lebanon

The travel advisory for all of Lebanon has been changed to red. Do not travel to Lebanon. Unpredictable developments between Israel and the Palestinian Territories (Gaza) are raising tensions in Lebanon. In the areas close to the border with Israel, rockets and ammunition are being fired from both sides of the border and it is unclear whether this violence will spread to other parts of Lebanon. The Ministry of Foreign Affairs advises you to leave Lebanon as soon as possible if you can safely do so. Leave the country on a commercial flight while this is still possible. Dutch Ministry of Foreign Affairs on Dutch hostage in Gaza

The Ministry of Foreign Affairs has confirmed that a Dutch national is among the hostages in Gaza. This young man had an Israeli passport and, based on his family ties, obtained a Dutch passport this week. In this way it is hoped that the chance of his release can be increased. For the sake of the person involved, the ministry will not make any further statements about this case.

Prime minister Mark Rutte on X: "Just spoke with His Highness Sheikh Tamim bin Hamad Al Thani of Qatar. Of course we discussed the situation in Israel and the Gaza Strip following the appalling attacks by Hamas, and the many civilian casualties. We agree on the importance of creating a safe corridor for aid supplies, such as fuel, food and water, and the necessity of preventing regional escalation. I also thanked HH the Amir for his efforts to ensure the release of the hostages.

Both Minister Hanke Bruins Slot and the Dutch Ministry of Foreign Affairs and I are in close contact with our partners in the region to continue emphasising the importance of humanitarian aid, the release of the hostages and the prevention of escalation in the Middle East."

Dear Dutch citizens in the Palestinian Territories,

We hope you are still well and safe in these difficult times.

Yesterday, October 18th, the provisional last repatriation flight took off from Tel Aviv to Cologne. From there, Dutch people were taken by bus to Eindhoven. Last period, we repatriated 774 Dutch people.

The number of applications has declined sharply. For the time being, the Netherlands is no longer organising new repatriation flights. We will of course continue to monitor developments closely.

Leaving the area independently is still possible. But there is a chance that the number of scheduled flights will decrease. This will make it more difficult to leave on your own.

Please see below the opening hours of the land border crossing for passage of passengers on 19 October 2023:

  • Taba border crossing: 08:00 - 20:00
  • The Yitzhak Rabin Crossing (Arava): 08:00 - 20:00
  • The Jordan River crossing: 08:30 - 15:30
  • The Israeli side open at 08:30, the Jordanian side open at 09:00
  • Allenby Bridge crossing: open till 13:30 for passage of groups/singles
  • For diplomats is open till 15:00
  • VIP services will not be available

The number of passengers / busses will be limited in accordance to the activity hours. In case of passage of groups from Israel to Jordan, the group should organize in advance a bus that will wait for them in Jordanian side.

The Minister of Defense of Israel extended the closure for Palestinian ID holders until further notice. Arbel permit holders were not excluded from the closure.

Repatriation from Israel – the latest numbers

From 11 to 18 October, a total of 774 Dutch nationals and 144 people with other nationalities have been repatriated from Israel on Dutch repatriation flights. The number of registrations has fallen sharply in recent days. The seventh flight on October 18 was the last for now. If necessary, and if it is safe to fly, the Ministries of Foreign Affairs and Defence will decide whether further flights can take place.

Minister Bruins Slot calls counterpart from Jordan

Minister Bruins Slot has spoken to her counterpart from Jordan, Ayman Safadi. They spoke about the situation in Israel and the Palestinian Territoris. Minister Bruins Slot stressed that international humanitarian law must be respected, and underlined the need for rapid, safe and unhindered humanitarian access.

Seventh repatriation flight arrives in Cologne

Update 18 October, 20.40

The seventh and, for now, final repatriation flight from Israel, organised by the Ministry of Defence and the Ministry of Foreign Affairs, has just landed in Cologne with some 30 passengers on board. They are now being taken by bus to Eindhoven.

Seventh repatriation flight is the last for now

Today, 18 October, the last planned repatriation flight left Tel Aviv for Cologne. Dutch nationals will be taken from there to Eindhoven by bus. Requests for repatriation have decreased considerably in recent days, and the Netherlands is not planning any more repatriation flights for the time being. If necessary, and if it is safe to fly, we will decide whether further flights can take place.

The first military plane left Tel Aviv on Wednesday 11 October, and flights continued every day after that, except yesterday. The flights were organised by the Ministry of Defence at the request of the Ministry of Foreign Affairs and carried out with a military transport plane from the multinational unit stationed at Eindhoven Air Base and in Cologne.

Dear Dutch nationals in Israel,

Our thoughts are with you at this worrying time. We hope that you and your loved ones are safe.

Today, 18 October, the last planned repatriation flight left Tel Aviv for Cologne. Dutch nationals will be taken from there to Eindhoven by bus. Over the recent days we have repatriated more than 800 Dutch nationals.

Requests for repatriation have decreased considerably in recent days, and the Netherlands is not planning any more repatriation flights for the time being. But we will continue to monitor developments closely.

It is still possible to leave the country by your own means. However, there may be fewer commercial flights available as time goes on, which would make it more difficult to travel.

The seventh repatriation flight has just left Tel Aviv. It will arrive in Cologne around 20.30. 

SCOT members of Foreign Affairs active in six locations

Due to the unsafe and unpredictable circumstances in Irael and the Palestinian Territories, the ministry of Foreign Affairs is sending extra colleagues to the region.

Members of the Rapid Deployment Consular Support Team (SCOT) of the ministry of Foreign Affairs are currently active in Jordan, Cyprus, Israel, Lebanon, Egypt and Cologne. SCOT members can be deployed anywhere in the world with little notice, when Dutch citizens abroad need emergency assistance.

The SCOT members currently active in the six locations around Israel and the Palestinian Territories map out the situation on the ground, and prepare various scenarios. They also support staff at the Dutch embassies in those countries.

A seventh repatriation flight has left Cologne for Tel Aviv, reports the Dutch Ministry of Defence. The aircraft will fly back to Cologne tonight. From there, Dutch nationals are transported to Eindhoven Airbase by bus.

Today two C-130 Hercules transport aircraft and a chartered passenger aircraft will depart for Cyprus. The Ministries of Foreign Affairs and Defence are preparing for various scenarios in the event that the situation in Israel and the Palestinian Territories deteriorates further. The aircraft will transport a total of 200 military personnel to Cyprus, enabling a rapid response capability from that location. The two C-130s will remain in Cyprus for as long as necessary.

The military team will consist of the C-130 crews, a detachment of marines and a number of support personnel. The Ministry of Foreign Affairs has also assembled a Rapid Deployment Consular Support Team (SCOT) on the ground, to support the embassy.

Prime Minister Rutte says on X: ‘The European Council met today via video link to discuss the extremely worrying situation in Israel and the Palestinian Territories following the appalling terrorist attacks carried out by Hamas. Europe supports Israel’s right to defend itself against the Hamas terror, exercised proportionately and in compliance with the humanitarian law of war. The need to protect innocent civilians is self-evident.

The humanitarian situation in Gaza is a major concern. There must be safe and unhindered access for aid workers, food, water and medical supplies. The Netherlands is continuing its development aid and today pledged an additional €10 million in humanitarian assistance for Gaza.

The European Council agreed to keep working to avoid regional escalation. And although a two-state solution feels more remote than ever, the Netherlands still sees it as the only solution that can bring lasting peace.’

The travel advisory for Lebanon has changed. The travel advisory for all parts of Lebanon remains orange or red. However, the security situation in parts of Lebanon is unstable. This is especially true in the areas close to the border with Israel. Rockets and live ammunition are being fired from both sides of the border. If you are in Lebanon, you should carefully consider whether it is necessary for you to remain in the country. If this is not the case, leave the country as soon as possible if you can safely do so. It is still possible to leave the country independently.

Do not travel to Lebanon unless absolutely necessary. The security situation can change quickly. Letter to Parliament: another Dutch repatriation flight on Wednesday 18 October

The Netherlands has planned another repatriation flight, possibly operated jointly with partners, for Wednesday 18 October. The necessity and feasibility of additional flights in the days after that is being assessed. Foreign minister Hanke Bruins Slot and defence minister Kajsa Ollongren announced this today in a letter to parliament (in Dutch).

The Ministries of Foreign Affairs and Defence will continue their efforts for the people in Gaza with whom they are in contact. Together with other EU member states, they will do their utmost to ensure that EU passport holders can use a humanitarian corridor to cross the border at Rafah and leave Gaza for Egypt.

Netherlands pledges additional €10 million for humanitarian aid to Gaza

The Netherlands is providing an additional €10 million in humanitarian assistance for Gaza, development minister Liesje Schreinemacher announced on Tuesday. The funds are intended for food, water and medical care for Gaza’s inhabitants. With this commitment, the Netherlands is responding to the UN’s urgent appeal for more international assistance. Repatriation from Israel – the latest numbers

Up to and including October 16, a total of 751 Dutch nationals and 136 people from other countries have been repatriated from Israel on Dutch repatriation flights. Contrary to what was reported yesterday, the number of people repatriated on October 16 has been revised downwards to 80.

A sixth repatriation flight organised by the Ministry of Defence and the Ministry of Foreign Affairs has just landed in Cologne (Germany). There were 80 people on board. Passengers are now taken to Eindhoven by buses. We thank the Ministry of Defence for its good cooperation.

The sixth repatriation flight from Israel has just left for Cologne (Germany) and will land around 22:30. After the plane lands in Cologne, the Ministry of Foreign Affairs will share more information about the number of travelers on board. From Cologne, the Dutch nationals will travel by bus to Eindhoven Air Base.

Ministry of Foreign Affairs in contact with more Dutch nationals in Gaza

The Ministry of Foreign Affairs is in contact with 22 people in Gaza who have a Dutch passport or residence documents for the Netherlands or are immediate family members of a Dutch national or resident.

The Dutch Representative Office in the Palestinian Territories is maintaining contact as best it can with these individuals. Current circumstances in Gaza are making this contact difficult, however. Together with our international partners we are doing all we can via diplomatic channels to get these people to safety.

We have received reports that Egypt may open the border to foreign passport holders. If this happens, we will do everything we can to advise and help the individuals with whom we are in contact.

The travel advisory for Gaza has been red for a considerable period of time. Even before the current crisis, the ministry was already strongly advising against travel to Gaza. This included warning travellers that the Dutch government can provide little to no consular assistance to anyone who encounters difficulties in that region.

There will be a limit on the number of travellers on buses for Palestinians, East Jerusalem ID holders, and foreign nationals. The specific number will be determined on the same day.

Minister Bruins Slot says on X: ‘Just spoke with Israeli Foreign Minister Eli Cohen. I expressed my condolences for the victims of the terrorist attacks by Hamas. Fifth repatriation flight departs from Israel

The fifth repatriation flight just departed from Tel Aviv with a group of Dutch nationals on board, according to the Ministry of Defence. The aircraft is expected to land in Cologne around 23.00. From there, the passengers will be taken to Eindhoven by bus. The bus journey will take approximately 3 hours.

Foreign minister Hanke Bruins Slot and Defence minister Kajsa Ollongren have decided that if the security situation allows, there will be another repatriation flight on Monday 16 October.

Possibly, Monday’s flight might be the last flight that the Netherlands organizes on their own. The flights in the past few days have given stranded travelers the opportunity to return to the Netherlands. Also we noticed that a significant number of persons eligible for a flight do not turn up at the gate for check-in and boarding.

Minister Bruins Slot speaks to Qatar Minister about the situation in Israel and the Palestinian Territories

Minister of Foreign Affairs Hanke Bruins Slot spoke by telephone today with the Minister of Foreign Affairs of Qatar (also Prime Minister) Al-Thani. In their conversation, they both emphasised the great importance of preventing escalation in the region. Bruins Slot also expressed the hope that Qatar will use influence and a mediating role, including in the area of ​​humanitarian corridors for hostages.

In the course of today it will be decided whether or not a next flight after today is necessary and can be performed safely.

A military plane is flying to Israel again today to repatriate stranded Dutch nationals. The Airbus A330 Multi Role Tanker Transport aircraft has just taken off from Cologne, bound for Tel Aviv, reports the Ministry of Defence.

It will return to Cologne with the Dutch nationals later this evening. From Cologne the Ministry of Defence will run buses to transport the passengers to Eindhoven Air Base. This is the fifth repatriation flight since the recent outbreak of hostilities between Israel and Hamas.

Unfortunately, 57 people who were eligible to travel were not present when the flight was boarding. Another repatriation flight will leave today, Sunday 15 October. People are continuing to register for repatriation, but the number of people doing so is falling quickly. A decision will be taken tomorrow on whether an additional flight is necessary and can take place safely.

It is still possible to leave independently. The latest information on the possibility of crossing the border on Sunday 15 October 2023 is as follows:

Allenby Bridge / King Hussein crossing:

Open from 08.00 to 16.30 in both directions for all travellers, including foreign nationals, Palestinians and East Jerusalem identity card holders.

The number of travellers in buses for Palestinians, identity card holders from East Jerusalem and foreign passport holders is subject to a limit. This limit is set each day.

Please note:

  • Foreign passport holders must be at the bridge three hours before it closes.
  • Diplomats must be at the bridge an hour and a half before it closes.
  • VIP opening times are 10.00 to 13.00.

Jordan River / Sheikh Hussein Border Crossing: open from 08.00 to 18.00 in both directions.

Yitzhak Rabin / Aqaba Crossing: open from 08.00 to 16.00 in both directions.

Taba Border Crossing: open from 08.00 to 16.00 in both directions.

Ministry of Defence sends team to Lebanon

A C-130 Hercules transport aircraft has just taken off from Eindhoven heading for Lebanon. The Ministry of Defence is sending a team of military personnel as a precautionary measure in connection with rising tensions in the north of Israel and south of Lebanon.

The military personnel will provide support to the Dutch embassy in Beirut if the security situation in Lebanon deteriorates significantly. There are currently no plans to evacuate Dutch nationals from Lebanon.

The fourth repatriation flight with 102 Dutch nationals and six nationals of other European countries on board has arrived at Eindhoven Air Base.

Another repatriation flight is scheduled for tomorrow for Dutch nationals who have registered with the Ministry of Foreign Affairs Information Service. It will fly from Cologne to Tel Aviv before returning to land in Cologne. From Cologne the Ministry of Defence will run buses to transport the passengers to Eindhoven.

The fourth repatriation flight has just left Israel, the Ministry of Defence has reported. The aircraft is expected to arrive in Eindhoven at around 22.30.

Prime Minister Mark Rutte spoke today with President Abbas of the Palestinian Authority. Mr Rutte expressed his sympathy for all the innocent victims. They also discussed their concerns about the humanitarian situation in the Gaza Strip. The prime minister assured President Abbas that the Netherlands will continue its humanitarian support to the Palestinian Territories.

Reports of opening of Gaza border for foreign nationals

There are reports in the media of the possible opening of the border crossing near Rafah. The Ministry of Foreign Affairs is aware of these reports. In the interests of the Dutch nationals in Gaza, the ministry will not give any further public information there about this.

Together with our international partners, we are doing everything possible through diplomatic channels to enable the Dutch nationals there to leave. We are doing our best to stay in contact with the Dutch nationals who are in the Gaza Strip and unable to get out. Poor connections and power outages are hindering these efforts.

Third repatriation flight has landed in Eindhoven

The third repatriation flight carrying stranded travellers has just landed at the Eindhoven military airbase. There were approximately 110 Dutch nationals and 30 nationals of other countries on board. In total the Netherlands has now repatriated nearly 600 people. Around 30 people who were supposed to be on today’s flight did not show up at the airport.

Military plane heading to Israel for third repatriation flight

For the third time, the Netherlands is sending an Airbus A330 Multi Role Tanker Transport to Israel again today to repatriate stranded travellers. The military plane has just left Eindhoven Airbase, reports the Ministry of Defence.

Passengers will board the plane in Tel Aviv later today. As before, this flight will pick up people who have registered with the Ministry of Foreign Affairs Information Service.

The Ministry of Foreign Affairs and the Ministry of Defence have not ruled out the possibility of additional repatriation flights from Israel in the coming days.

The second repatriation flight for stranded travellers arrived at Eindhoven Air Base this evening with more than 200 Dutch nationals on board. Since countries usually work together on repatriation, 20 nationals from other European countries were also on the flight.

The Ministry of Foreign Affairs thanks the Ministry of Defence for its good cooperation and will continue to work hard in the coming days to repatriate more stranded travellers to the Netherlands.

A reporter from the Dutch daily newspaper AD visited the Consular Affairs and Visa Policy Department (DCV) at the Ministry of Foreign Affairs and the call team that is in contact with Dutch nationals in Israel.

AD talked to DCV director Dirk-Jan Nieuwenhuis: ‘His staff members’ job right now: to call everyone on the list and ask them if they’re still in Israel and if they want to leave the country on a government repatriation flight. The next steps: recording passport details, checking the eligibility of people who sign up for a repatriation flight, and telling them where they need to report once they get to the airport in Tel Aviv. People are working long hours to make sure everything goes smoothly. They’re not getting much sleep. “It’s busy, stressful,” says Dirk-Jan Nieuwenhuis. “You don’t have much time to sleep and when you do go to bed, your head’s still spinning. You just want everything to go well.”’

Dutch nationals who want to leave Israel on a repatriation flight organised by the Dutch government must register with the Ministry of Foreign Affairs Information Service.

Around 200 stranded Dutch nationals were flown from Tel Aviv to Eindhoven yesterday. The Ministry of Defence is operating one repatriation flight today to pick up a similar number of people. Another flight is planned for tomorrow. These repatriation flights will continue for as long as necessary and for as long as the security situation in Israel permits. Plans for a second flight on Friday had to be changed due to operational and capacity constraints.

Staff at the Ministries of Foreign Affairs and Defence and at the Dutch missions in Tel Aviv and Ramallah are working day and night to repatriate Dutch nationals who are stranded in Israel and the Palestinian Territories if they wish to leave and are eligible to do so.

A second flight will leave today, 12 October. This flight is now full, but more flights are planned for tomorrow. Because of the security situation in Israel, the border crossings between Jordan and Israel are or can be closed at any time for an unknown period of time. This applies to the King Hussein/Allenby Bridge crossing to the West Bank, the crossing at Aqaba/Eilat in the south, and the Jordan River crossing in the north. Large demonstrations are also anticipated in Amman and other cities. Avoid these demonstrations. Follow the local news and the instructions and advice of the local authorities. Stranded travellers board plane in Tel Aviv for Eindhoven military airbase

The first Dutch military aircraft carrying stranded travellers has left Israel and is en route to the Eindhoven military airbase. Passengers boarded the Airbus A330 Multi Role Tanker Transport this afternoon, and the plane is expected to land sometime between 22.00 and 23.00.

Dear Dutch people in the Palestinian Territories,

We hope you are doing well under the circumstances. The crisis team and the Netherlands Representative Office in Ramallah continue to monitor developments closely. Especially in this difficult time, we are there for you.

As you have probably heard, we are working hard on various options to deploy flights to repatriate stranded Dutch people. The capacity of the Defence Department's repatriation flight for today, 11 October, has been reached. Only come to the airport of Tel Aviv if you have been called by us and your place is confirmed.

New charters are planned in the coming days. We will continue to call stranded Dutch people who have registered with the Foreign Affairs Information Service, with information about new flights in the coming days. We will also continue to inform Dutch nationals about existing alternative exit options. Should you be able to get a place on another flight or leave by land, take advantage of it.

Today there will be flights from at least, El Al (according to reports, all flights to European destinations are fully booked), Israir, Arkia, TUS Air, Virgin Atlantic (London), Pegasus, FlyDubai, Etihad, Emirates and Bluebird Airways.

Should you wish to leave by land, Palestinian authorities have shared the following information (via the UN):

  • The border crossing between the West Bank and Jordan at Allenby (King Hussein bridge) is limited open to all travelers.
  • Working hours of employees at Allenby are unpredictable and can change at any time.
  • Also, the category of travelers (foreigners or persons of Palestinian nationality) may change each time.
  • An entry visa is required for Jordan and is available online (https://eservices.moi.gov.jo).

Rapid Deployment Consular Support Team arrives in Tel Aviv

Ministry of Foreign Affairs employees from the Rapid Deployment Consular Support Team (SCOT) were also present on the transport aircraft to Israël today. The team has arrived in Tel Aviv to assist the Dutch embassy in Israel and the Dutch representation in the Palestinian Territories with the repatriation of stranded Dutch people.

We sympathise with you in this fearful situation. The crisis team and the embassy continue to monitor developments closely. Especially in this difficult time, we are there for you.

As you have probably heard, we are now working hard on various options to deploy flights to repatriate stranded Dutch people. The capacity of the Defence Department's repatriation flight for today, 11 October, has been reached. Only come to the airport if you have been called by us and your place is confirmed.

New charters are planned in the coming days. We will continue to call stranded Dutch people who have registered with the Foreign Affairs Information Service, with information about new flights in the coming days. We will also continue to inform Dutch nationals about existing alternative exit options. Should you be able to get a place on another flight or leave by land, take advantage of it.

The capacity of today's Defense repatriation flight (October 11) has been reached. Only come to the airport if we have called you and confirmed your place. The Netherlands has deployed a military transport aircraft to bring Dutch nationals back from Israel. The plane has just departed Eindhoven Air Base and is on its way to Tel Aviv to repatriate Dutch nationals who want to leave the country. An embassy team is present at Ben Gurion Airport to assist the passengers and help them check in.

What is the difference between evacuation and repatriation?

In an evacuation operation the Dutch government helps people who are eligible for evacuation get away from a dangerous place abroad to a safe location in the region. In a repatriation operation the Dutch government provides replacement transport to the Netherlands for people who are eligible for repatriation and would otherwise be unable to get away.

Travel advisory for Lebanon amended

The travel advisory for Lebanon has changed. The colour code for the area between the Litani River and the Israeli border, and for the cities of Nabitieh and Marjayoun has changed from orange to red. You should not travel to or within this area due to armed confrontations along Lebanon’s southern border with Israel.

You should only travel to the area between the capital Beirut and the Litani River if your trip is essential. The colour code for travelling to Lebanon is red, orange or yellow, depending on the part of the country concerned. Read the full travel advisory (in Dutch) to find out what this means for you.

The Ministry has scaled up its crisis response structure (in Dutch) in response to the heavy fighting that broke out in Israel and the Palestinian Territories on 7 October 2023.

The Ministry of Foreign Affairs is calling on all Dutch nationals in Israel and the Palestinian Territories to register with the Ministry of Foreign Affairs Information Service.

Minister Liesje Schreinemacher: Aid to Palestinians can continue

Development minister Liesje Schreinemacher has announced that the Netherlands will continue providing aid to the Palestinian population. This is important ‘for the sake of stability of the Palestinian territories as a whole and from a humanitarian perspective,’ the minister said.

‘Extensive checks are performed before, during and after each aid project to verify who we are working with and whether the project meets the intended goals,’ the minister continued. ‘Projects are carried out by the UN, NGOs, the private sector and civil society organisations. We do not provide bilateral budget support to the Palestinian Authority. And while our processes are already set up as such, given the exceptional situation we have carefully reviewed our entire portfolio in the Palestinian territories and once again made sure that no money is going to terrorist organisations such as Hamas.’

This year €51 million has been budgeted for aid to the Palestinians. The UN, civil society organisations and businesses use this funding to carry out projects in such fields as water, food and education. A total of €19 million from the budget will go to UNRWA, a UN organisation focusing on aid to Palestinian refugees.

Letter to parliament: first flight to repatriate Dutch nationals from Israel on Wednesday

On Wednesday the Dutch government is planning to send a military transport aircraft to Israel to repatriate Dutch nationals wishing to leave the country. This was announced by foreign minister Hanke Bruins Slot and defence minister Kajsa Ollongren in a letter to the House of Representatives. The options for repatriating Dutch nationals from Israel on military and civilian flights in the days that follow are also being explored.

We hope that you are safe in these difficult times. Given the escalation of the conflict the travel advise for Israel has been updated on 10 October (Dutch only). The border areas with Gaza, Syria, Lebanon, the Golan and Egypt are now red, other parts of Israel remain on orange.
It is still possible to leave the country. The airport Ben Gurion is open and commercial flights are operating, albeit in limited capacity.

For tonight 10 October and tomorrow 11 October there are flights planned to go several European destinations and Dubai with El Al, Arkia, Israir, Tus Air, Pegasus and Dubai.

The border crossings between Israel and Jordan are open:
The Yitzhak Rabin Crossing (Arava): 08:00-20:00
The Jordan River crossing: 08:30-16:30
Allenby Bridge crossing: unknown

Travel advisory for Israel has changed

The travel advisory for Israel has changed. The red travel advisory for the border areas with Syria, Lebanon and the Golan Heights has been expanded. Do not go to areas with a red travel advisory. If you decide to travel to these areas regardless, your safety is your own responsibility. The Dutch embassy is unlikely to be able to help you if you get into difficulties.

Only go to areas in Israel with an orange travel advisory if your trip is essential. If you are in Israel, consider whether it is still essential for you to be there. The security situation is unpredictable and could change quickly. Keep in mind that the options for leaving the country (by air, by sea, over land) could soon be severely reduced.

We hope you are safe in these difficult times. Given the escalation of the conflict the travel advise for the Palestinian Territory has been adjusted on 10 October. All parts of the Palestinian Territory are now red, with the exception of East Jerusalem. It is possible to leave the country. The Palestinian Authorities have shared following information through the UN.
Due to the current security situation, Allenby Bridge is to the best of our knowledge open today, October 10, until 16:00 for all. To enter Jordan you may need a visum which can be obtained online (https://eservices.moi.gov.jo).
Please note that working hours at Allenby are unsteady and unpredictable and subject to changes at any time. In addition, categories of travellers (foreigners or nationals) are also subject to continuous changes. Due to this and to a volatile security situation, ESSENTIAL TRAVEL ONLY is recommended.
Jordan River/Sheikh Hussein and Yitzhak Rabin/Aqaba Crossings are working from 08:00 to 18:00.
Taba Crossing is open until 16:00.

Tel Aviv airport is open as usual today but could experience delays and cancellations.

Red travel advisory for the West Bank

The travel advice for the Palestinian Territories has changed because of the recent attacks on Israel by Hamas militants from Gaza, and the risk that the conflict will spiral. Do not go to Gaza or the West Bank. This advice applies, regardless of your circumstances.

If you decide to travel to Gaza or the West Bank regardless, your safety is your own responsibility. The Dutch representation in the Palestinian Territories cannot provide any consular assistance if you get into difficulties.

An orange travel advisory is still in place for East Jerusalem. Travel to East Jerusalem only if it is essential.

If you are currently in the Palestinian Territories or will shortly be travelling to that area, register for free with the Dutch Ministry of Foreign Affairs Information Service.

The Netherlands investigating options with partners for Dutch nationals wishing to leave Israel

Travel advice for Jordan updated

The Ministry of Foreign Affairs has updated its travel advice for Jordan. Because of the uncertain situation in Israel, the border crossing from Jordan to the West Bank (at the King Hussein/Allenby Bridge) as well as the border crossing from Jordan to Israel (at Aqaba/Eilat) in the south may be closed from time to time. The same situation applies to the Jordan River Crossing in the north.

Prime minister Rutte has commented on the situation in Israel and Gaza. He has spoken with Minister of Foreign Affairs Bruins Slot and Minister of Defense Ollongren, and reiterates that the Netherlands supports Israel in its call to Hamas to cease the violence immediately. 

Rutte states that there is a National Security Council planned for Monday, and that the situation of Dutch citizens in the affected area is being monitored closely.

The Ministry of Foreign Affairs has also updated the travel advice for Lebanon as a result of the conflict between Israel and Hamas.
