If you sail a boat measuring 15-25 metres in length as a hobby, then you must have a limited sailing permit (Klein Vaarbewijs) in the Netherlands. In addition, you must take out third-party liability insurance if you wish to sail on the Rhine and north of Spijksche Veer.
