How do I apply for an exemption from the knowledge embargo?

For certain fields of study and work, students and researchers must obtain an exemption from the knowledge embargo. You can apply for an exemption with the Ministry of Education, Culture and Science. You will need to complete the application form and submit a number of documents.

Procedure

Step 1: Complete the application form for exemption from the knowledge embargo.

Step 2: Attach the supporting documents referred to in the form. 

If your documents are not in Dutch or English, please also attach a Dutch or English translation. 

You may need to provide any or all of the following supporting documents:

  • A copy of a valid passport or identity card (not a driving licence). Make a copy of your passport or identity card with your photo and citizen service number (BSN) (or similar identification number) blocked out. You can do this by covering the photo and number when scanning or photocopying the document; 
  • Documentation showing how your studies, research or extracurricular activity will be funded; 
  • A copy of your BSc and MSc degrees; 
  • A copy of your list of subjects followed and grades for your BSc and MSc; 
  • A copy of your residence permit (if you have already been granted one for reasons other than this application); 
  • An invitation from the Dutch knowledge institution in question, a letter of appointment or a document expressing the intention to offer you a job;
  • Your scientific publications (in PDF form, not a link).

Decision within 8 weeks

In most cases you will hear within 8 weeks whether you have been granted an exemption or whether more time is needed to process your application. Processing your application takes longer if your details are incorrect or you have not submitted all the required documents. 

Further investigation

After examining your application the Ministry of Education, Culture and Science may decide that it needs more information from you. The Ministry will then schedule an interview. This interview will be held at the Dutch embassy in the country where you live or at the Ministry of Education, Culture and Science in The Hague if you live in the Netherlands.
An examination of public-domain source material may also be carried out as part of assessing your application. 

Data processing

Your personal data will be handled in accordance with the privacy statement of the Ministry of Education, Culture and Science.

Objecting to a decision

Your application will be assessed against the North Korea Sanctions Order 2017, the Belarus Sanctions Order 2006, the Iran Sanctions Order 2012 and the Territorial Integrity (Ukraine) Sanctions Order 2014. This will result in a decision. If you do not agree with this decision, you can lodge an objection against it with the Knowledge Embargo Desk within 6 weeks. The objection procedure will be explained in the letter you receive with the decision.
